Rationale: When geospatial risk information is shared, individuals can make more risk informed decisions
Problem Statement: a great deal of geospatial information and data has been developed by the Ibadan Urban Flood Management Project IUFMP and a GIS portal developed.

Challenge: Using this platform and data, design and develop solutions to help individuals and government alike make risk-informed decisions. For example, designing solutions around waste management value chains, recycling, collection (door-to-door), reporting of illegal waste dump sites, clogged drains, flooding, non-compliance to land-use regulations, where and how to build or buy a house, where and how to build infrastructure or a new business, and urban planning. This includes creating useful solutions, concepts and business opportunities to identify new areas of interest and use-cases of interest.

Urban Resilience Design

Urban Resilience Design
Rationale: Multi-purpose infrastructure helps to maximize urban resilience benefits.
Problem Statement: In order to accommodate the amount of water created by a 1 in 25-year rainfall event, a channel of 30 meters wide would need to be constructed along with urbanized areas along Ona River. Part of this is being implemented by the Ibadan Urban Flood Management Project (IUFMP). However, for most of the year, only a small 4-meter low-flow channel will hold water and the rest of the area will be un-used.
Challenge: Develop an innovative and participatory urban design (architectural and engineering) that address challenges of flooding and can accommodate public benefits and utilization of channels during the dry season in the most flood-prone areas of Ibadan.

Rationale: Municipal Spatial Data Infrastructure (MSDI) is the platform that facilitates the organization, sharing and utilization of geospatial information to tackle the challenges to achieving sustainable urban development. It is the cornerstone of any strategy for cities aspiring to embrace digital transformation and for the long-term transition to a smart city.
Problem Statement: Ibadan has a large and vibrant Micro, Small and Medium Enterprises (MSMEs) Sector (formal and informal businesses). There is a need for greater support to this sector to promote scaling up of enterprises to tackle flood resilience and sustainability challenges both in terms of access to finance and in providing the necessary infrastructure
Challenge: Develop technology solutions that leverage spatial data to improve business processes, value chains and create new businesses and revenue generation streams in the field of disaster risk management, urban planning and flood resilience.

  1. Ibadan Urban Flood Management Project

Ibadan is the third largest metropolitan area in Nigeria after Lagos and Kano. The city of Ibadan has 11 Local Government Areas. With a population of 3.1 million and a land area of 3,850 square kilometers, Ibadan city is the largest metropolitan geographical area in West Africa, housing almost half of Oyo State’s population (45 percent). Recognizing the need for an integrated and long term solution to flooding in Ibadan, the Oyo State Government requested the World Bank’s support to finance a flood management project.

The Ibadan Urban Flood Management Project IUFMP was setup to develop a long-term flood risk management framework by initiating risk assessment, community awareness, and providing enough flexibility in the project design to make changes based on learning. The project supports capacity building for flood risk management in the City of Ibadan.  It also reinforces Oyo State government’s early warning and response capabilities. The Ibadan Urban Flood Management Project’s objective is to improve the capacity of Oyo State to effectively manage flood risk in the City of Ibadan.

Area of interest :

The project consists of three main components described in subsequent paragraphs:

  1. Flood Risk Identification, Prevention and Preparedness Measures;
  2. Flood Risk Reduction; and
  3. Project Administration and Management Support.

Esri’s 100 African Universities program has quietly been providing software and learning resources to universities and colleges across the continent. The program is about halfway to the symbolic goal of 100 universities. (One of its notable successes has been Kenyatta University. “Kenyatta University Quickly Becomes a Center of GIS Excellence in Eastern Africa.”

Since 2015, the University of Ibadan accessed this grant of Geographic Information Systems (GIS) software and other associated digital learning platform.
